Pay-and-Display Parking - Various Streets - July 2026 (Delegated)
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Broccolini is constructing a 34-storey residential condominium building at 83-97 River Street and 2-4 Labatt Avenue. The site is located at the north-east corner of River Street and Labatt Avenue. As a result, four pay and display parking spaces have been temporarily removed on River Street to accommodate construction. This construction is anticipated to continue until 2029. Toronto Parking Authority (TPA) has worked with Transportation Services to identify new on-street paid parking opportunities in Ward 13 to replace these lost spaces. These new spaces will support the local community and area businesses by encouraging a regular turnover in the on-street parking supply. Through this review, Transportation Services, in consultation with the Toronto Parking Authority (TPA), the developer, and Ward Councillor, is requesting approval for the installation of on-street paid parking on Defries Street and Mark Street in Ward 13. The proposed paid parking will replace the existing one-hour unpaid parking restrictions currently in effect and will help offset the temporary paid parking loss on River Street. The proposed changes will not impact on the flow of traffic and will encourage parking turnover. Defries Street and Mark Street are also currently licensed for on-street permit parking. Both on-street permit parking and paid parking can co-exist. Where signs for both programs co-exist, a valid permit holder will not be required to pay for parking. While this report seeks Community Council approval for the installation of on-street paid parking on Defries Street and Mark Street in Ward 13, this is an ongoing initiative. Transportation Services and TPA will continue to review and report on potential new on-street paid parking opportunities throughout the City of Toronto.

Mercer Street - Streetscape Improvements and Parking By-law Amendments
The purpose of this report is to request Community Council approval of amendments to on-street parking and passenger loading regulations along the south side of Mercer Street between Blue Jays Way and John Street, to facilitate proposed streetscape improvements. This section of Mercer Street is scheduled for road reconstruction and streetscape improvements in 2026. The project includes curb extensions, on-street parking laybys and passenger loading zones. The proposed streetscape improvements will provide an enhanced pedestrian environment and a safer roadway for all users. The proposed amendments would reduce the existing 13 on-street paid parking spaces in this section of Mercer Street to nine (9) spaces. The existing passenger loading zones in front of Nobu Hotel and Residence, and Le Germain Hotel will remain.

Farquhars Lane - Parking Amendments

Sumach Street - Parking Amendments

Logan Avenue - Parking Amendments

Temporary Adjustments to Traffic and Parking Regulations for the 2026 Canadian National Exhibition (Delegated)
This staff report concerns a matter for which the Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to seek Toronto and East York Community Council's authority to enact temporary traffic and parking amendments required to help the local community with their parking needs, and enhance traffic operations and pedestrian safety by minimizing traffic infiltration on local roads during the 2026 Canadian National Exhibition (CNE), which takes place from August 21 to September 7, 2026, inclusive. Drawing on lessons learned from previous CNE events, as well as input from The Exhibition Place, the local councillor, local residents, the event organizer, and Transportation Services staff, a set of traffic mitigation strategies was developed to minimize the impacts of increased event-related traffic on the surrounding community. These strategies are intended to manage traffic infiltration into local neighbourhood streets, reduce circulation by non-local vehicles, and prioritize parking access for residents. The proposed approach reflects established practices used in prior years and is designed to support safe and efficient movement while limiting disruption to the local area. To implement these measures, Transportation Services is recommending a series of temporary by-law amendments, as outlined in Attachments 1 and 2. A companion report, "Temporary Adjustments to Traffic and Parking Regulations for 2026 Canadian National Exhibition (Non-Delegated)", outlining the required temporary traffic and parking amendments for locations with TTC service was submitted to Toronto East York Community Council for consideration in parallel with this report. Cooper Street, Downes Street, and John M Tinsley Street - Traffic Regulations and Parking Amendments
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. 55 Lake Shore Boulevard East is a two-phase development proposal on the lands of the former Liquor Control Board of Ontario (LCBO) headquarters and adjacent surface parking lots. The overall site lands are bounded by Lake Shore Boulevard East to the north, Queens Quay East to the south, and Freeland Street to the west. The proposal includes three mixed-used development blocks and a public park block. In addition, the development includes the creation of a new north-south public right-of-way (John M Tinsley Street) along the eastern edge of the site lands, and a new east-west public right-of-way (Downes Street), which bisects the site approximately 85 metres south of Lake Shore Boulevard East. Transportation Services is requesting approval to amend appropriate parking regulations on Cooper Street and establish new traffic and parking regulations on Downes Street and John M Tinsley Street, which have recently opened as part of Phase 1 of the development site lands. Cooper Street is an existing public right-of-way, while Downes Street and John M. Tinsley Street have been recently conveyed to the City of Toronto. The proposed parking amendments on Cooper Street will increase the number of overnight permit parking spaces for nearby residents, provide an area for pick-up and drop-offs, and short-term parking for visitors and delivery vehicles. The proposed parking amendments on the south side of Downes Street will facilitate passenger pick-up and drop-offs, while providing unobstructed two-way traffic flow and improved sightlines. The development site at 227 Gerrard Street East is bounded by Gerrard Street East to the north, Ontario Street to the east, Hagan Lane to the south, and Seaton Street to the west. The development consists of a seven-storey mixed-use building having a residential gross floor area of 8,960 square metres, and a non-residential gross floor area of 1,002 square metres. This development will take access to/from via an existing lane on the west side of Ontario Street, south of Gerrard Street East. Transportation Services is requesting approval to convert a portion of Ontario Street, south of Gerrard Street East, from a one-way southbound operation to a two-way operation. Improving Pedestrian Safety on Crescent Road - Delegated
Way finding apps have considerably increased cut-through traffic through formerly quiet residential areas in Ward 11. Residents have expressed serious safety concerns about cut-through motorists frequently driving onto the sidewalk on Crescent Road between Cluny Drive and South Drive, to circumvent TTC buses, trucks and parked cars. This is especially dangerous when children are walking to and from school, but poses a safety risk for all vulnerable street users. Recent site visits by Transportation staff have confirmed this safety concern and also noted operational delays that stopped vehicles are causing for the Rosedale 82 bus. Unobstructed two-way traffic flow is negatively impacted by the narrow road width combined with on-street standing/parking, delivery and construction vehicles plus TTC operations. However, removing these obstructions may encourage speeding, which is also a serious threat to the safety of vulnerable road users, and which can no longer be controlled with speed cameras. To avoid speeding, those living on this residential street have requested that the parking restrictions be combined with a reduced speed limit and speed cushions that accommodate TTC buses. Speed cushions would require additional parking restrictions. I am thefore bringing two motions, a non-delegated motion to amend the parking regulations on this section of Crescent Road to address the safety concerns, and a delegated motion for related matters. Under the delegated motion: - Sidewalk bollards would help prevent motorized vehicles from mounting the sidewalk in the area where such intrusions most frequently occur. - The speed limit would be reduced to 30 km/ hour.

Euclid Avenue direction change
Euclid Street is a residential street that runs one-way northbound from Queen Street to north of Bloor Street, three blocks west of Bathurst Street. It is the closest continuous northbound street west of Bathurst Street, and has been overwhelmed with cut through traffic, including chronic illegal use by heavy trucks. The police have not been able to devote enforcement resources to deter illegal truck use of this street, or to breaches of the left turn restrictions at Bloor and at Harbord. Euclid street residents have therefore overwhelmingly requested that the block between Ulster and Harbord become one way southbound.

Parking signs were removed from Shaftesbury Avenue years ago to facilitate a TTC "Easier Access" project to add elevators to the Summerhill subway station. This naming proposal complies with the City of Toronto Street Naming Policy which can be found at https://www.toronto.ca/city-government/planning-development/street-naming/ . This naming proposal is in alignment with the Guiding Principles for Commemoration in the Public Realm.

Accessible Loading Zone Mavety Street south of Dundas Street West
A request for an accessible parking space to accommodate a request on Dundas Street West was reviewed by Transportation Services. Transportation Services seek approval to install a designated on-street accessible parking space on neighbouring Mavety Street instead of Dundas Street West to avoid the parking restrictions on Dundas Street West. The installation of the proposed on-street accessible parking space will result in the loss of one pay-and-display parking space on Mavety Street. Transportation Services have determined that this change will have minimal impact on local parking demands. This installation will improve accessibility for neighbouring residents with mobility needs by providing a designated accessible parking space. Transportation Services also detected inconsistences in the traffic by-law related to the current signed parking regulations along the subject section of Mavety Street. When pay-and-display parking was implemented on Mavety Street, the maximum one-hour parking signs were removed and replaced with pay-and-display parking signage. However, the corresponding maximum one-hour parking by-law was not rescinded, resulting in an inconsistency between the traffic by-law and the current signed parking regulations. These inconsistencies will be resolved with Recommendation 2.
The Toronto and East York Community Council: 1. Davenport Village Traffic Safety Plan: Additional Improvements
In June 2025, Toronto and East York Community Council adopted the Davenport Village Traffic Safety Plan, which approved new traffic safety measures designed to address speeding, heavy cut-through traffic, and other road safety concerns. As implementation of this plan moves forward, residents have raised additional safety concerns regarding unsafe parking and sightline obstructions at intersections in the area. Transportation Services staff reviewed the feasibility of introducing additional parking restrictions to address community concerns and improve safety. A review determined that there are currently no signed parking regulations on either side of Brandon Avenue, west of Lansdowne Avenue. As a result, parking is limited to three hours unsigned on both sides of the street, narrowing the roadway and reducing visibility for pedestrians, cyclists, and drivers. To resolve these issues, staff determined that a no-standing prohibition at all times on the south side of Brandon Avenue, west of Lansdowne Avenue, is warranted. This parking restriction would replace the existing unsigned three-hour statutory parking condition on the south side of the street while maintaining parking on the north side for residents and visitors. The proposed recommendations build on the Davenport Village Traffic Safety Plan by widening sightlines and improving safety for all.

Improving Pedestrian Safety at Turnberry Avenue and Alentejo Street
The intersection of Turnberry Avenue and Alentejo Street is located within a residential neighbourhood home to General Mercer Junior Public School, Turnberry North Park, Turnberry South Park, S.A.D.R.A. Park, and surrounding residential communities. In 2023, traffic calming measures were installed on Turnberry Avenue, west of Old Weston Road, in response to concerns regarding speeding and dangerous driving. I have heard from area residents that, while the traffic calming measures have helped, the intersection of Turnberry Avenue and Alentejo Street remains dangerously unsafe. To improve safety, I recommend implementing an all-way stop at this intersection and parking restrictions to clear sightlines for drivers. These measures would directly address safety concerns and support safer conditions for all road users accessing the surrounding parks and school.

Improving Permit Parking on Concord Avenue
Concord Avenue, between College Street and Dewson Street, is a local street that serves both local residents and the nearby Dewson Street Junior Public School. Residents contacted my office to raise concerns about the lack of available parking during weekday afternoons and evenings, particularly for permit holders returning home from work. I joined local residents and Transportation Services staff for a site meeting to better understand these concerns and discuss possible solutions. During the meeting, the existing street parking regulations were shown to be inconsistent and confusing about where and when residents can park. Following an additional review, Transportation Services identified parking amendments to resolve these issues, including aligning the school bus loading and short-term parking restrictions with school operating hours. I recommend authorizing the parking amendments identified by Transportation Services to support residents on Concord Avenue. These measures address the community's concerns and improve parking availability for residents while continuing to support Dewson Public School's needs during active school hours.

Improving Permit Parking on Conway Avenue
Residents on Conway Avenue have contacted my office regarding issues with on-street permit parking regulations. Currently, the existing switchover parking days significantly reduce street parking availability and have created confusion for residents and visitors. I have also heard that the posted parking signage does not match the signage in other sections of the street, resulting in further confusion and inconsistencies in enforcement. Transportation Services staff conducted a site visit and identified several issues with the posted signage. In response to these issues, my office conducted a neighbourhood survey to request feedback on potential parking amendments. This survey confirmed strong support for removing switchover days and maintaining parking on the north side of Conway Avenue, where there are significantly more on-street parking spaces. These changes will standardize the parking regulations and increase parking availability for residents and visitors.

Improving Permit Parking on Delaware Avenue
I have heard from residents on Delaware Avenue, between Shanly Street and Hallam Street, who shared that there is a lack of available on-street parking for permit holders. Through conversations with residents, there are clear inconsistencies in the permit parking regulations between this block and the section south of Shanly Street, resulting in unintended parking pressures for local residents. While permit parking on Delaware Avenue south of Shanly Street is in effect overnight until 10:00 a.m., the shorter and standard permit parking period on the block north of Shanly Street creates an opportunity for drivers to leave their vehicles to avoid the longer parking restriction. As a result, residents on this block have experienced reduced access to on-street permit parking near their homes, which makes it more difficult to find available spaces. In a survey my office hand-delivered to homes, residents confirmed that parking is a challenge and that changes to the permit parking rules are necessary. I am recommending that the permit parking regulations on Delaware Avenue, between Shanly Street and Hallam Street, match those already in place on the adjoining block. This parking amendment would create consistency along the neighbourhood, discourage the unfair displacement of visitor vehicles, and improve parking availability for residents with valid permit parking permits.

Improving Traffic Calming Measures on Blackthorn Avenue
Blackthorn Avenue, between Rogers Road and Rowntree Avenue, is a local residential street operating as an important route for drivers, cyclists, and pedestrians. The area is also home to many families and young children who travel around the neighbourhood. To help address speeding concerns and improve road safety, five speed humps were installed on this section of Blackthorn Avenue in 2000. Following the installation of improvements through the Silverthorn Cycling Connections Project, this section of Blackthorn Avenue was converted from two-way traffic to one-way southbound traffic. While these changes improved road safety in the area, residents on Blackthorn Avenue have highlighted a gap in the existing traffic-calming measures on this street. The distance between the southernmost speed hump and Rockwell Avenue is approximately 100 metres, creating a segment of roadway that encourages drivers to speed up. This distancing does not meet the City of Toronto's standard and appears to be an error in the previous design. In response to these concerns, installing an additional speed hump is recommended. This extension of the existing measures will help reduce speeding and improve safety for all.

Concord Avenue, between Bloor Street West and College Street, is located between two major arterial roads and experiences significant volumes of both pedestrian and vehicular traffic. This block serves as a key route for people travelling to nearby destinations while also attracting drivers seeking to bypass potential congestion at surrounding intersections. Residents have consistently raised concerns about excessive vehicle speeds along this stretch of Concord Avenue and the resulting impacts on neighbourhood safety. Many commnuity members have shared experiences of near-collisions and expressed concerns for the safety of all road users, particularly children travelling to and from Dewson Street Junior Public School. In response to these concerns, my office conducted a neighbourhood survey to gather community feedback on potential traffic calming measures, and the results confirmed support for the installation of speed humps. These measures will help reduce vehicle speeds, discourage cut-through traffic, and improve safety for all.

This section of Earlscourt Avenue sits just south of Rogers Road and is an important route for residents. Outside this section, Earlscourt Avenue has an existing network of speed humps that has helped improve safety. The gap in this network encourages speeding and dangerous driving. Many residents have shared their experiences involving near accidents and fear that an accident is likely without action. In a neighbourhood survey, residents on Earlscourt Avenue voted strongly in support of installing speed humps as a traffic-calming measure. This proposed measure will help reduce speeding, combat cut-through traffic, and improve safety.

Residents on Kirknewton Road have contacted my office to raise concerns regarding excessive vehicle speeds and dangerous driving on their street. Kirknewton Road is a residential street, running south from Eglinton Avenue West, where people walk and cycle to nearby schools, businesses, and parks. Yet speeding drivers continue to impact the safety and livability of the neighbourhood. In response to these concerns, my office conducted a neighbourhood survey that was hand-delivered to homes. The survey confirmed strong neighbourhood support for installing speed humps as a traffic calming measure to reduce vehicle speeds. Through conversations with residents while door-knocking on Kirknewton Road, I heard directly about ongoing concerns regarding excessive vehicle speeds and further support for traffic calming measures that would make the street safer for all residents. Unfortunately, I witnessed many drivers choosing to speed while I was at doors with residents. Given clear community support and ongoing traffic safety issues, I recommend installing speed humps on Kirknewton Road to reduce speeding and improve road safety for all.

This remaining block of Pelham Avenue is used frequently by young students heading to Charles-Sauriol Elementary School or by families dropping by Pelham Avenue Playground. I have heard directly from residents that drivers are speeding towards the existing speed humps, highlighting the need for urgent measures. Parking Amendments on Wade Avenue
I have heard from a business owner on Wade Avenue regarding vehicles routinely parking in front of the business's paid boulevard parking area. These incidents occur too frequently, creating operational challenges and delays for employees, deliveries, and guests. To assess these concerns, Transportation Services conducted a site visit in April 2026. While the City of Toronto's statutory parking regulations already prohibit parking directly in front of a legal boulevard without signage, Transportation Services determined that additional measures are warranted, given ongoing enforcement challenges. As a result, staff recommend implementing a nso-standing regulation on the west side of Wade Avenue, south of Paton Road, adjacent to the entrance and exit of the business's boulevard parking area. The proposed parking amendments will discourage vehicles from stopping within the boulevard area and maintain unobstructed access to the parking facility.

Re-opening and Amending 2025.TE25.42 - Accessible Parking Spaces
At the September 18, 2025 meeting of Toronto and East York Community Council, accessible parking spaces were approved on Chudleigh Road and Morrison Avenue. The accessible parking space on Chudleigh Street is not sufficient in length for the original applicant's vehicle and, therefore, is no longer needed. The location of the accessible parking space on Morrison Avenue will be relocated to better meet the needs of the applicant. As a year has not passed since the adoption of this item, a motion is required to re-open and rescind the installation of the above accessible parking spaces and approve the installation of the relocated accessible parking space on Morrison Avenue.

Safer Streets for Davenport: Reducing Speed Limits
Improving road safety across Davenport remains one of my top priorities. I often hear from residents and vulnerable road users regarding speeding drivers on several collector roads throughout our neighbourhoods. While these streets are classified as collector roads, they function more like local streets, connecting residents to many nearby schools, parks, and other everyday destinations. These streets and the neighbourhoods that surround them are used by hundreds of pedestrians, and include existing infrastructure designed to support safer travel. As neighbourhoods in our city continue to grow and more people choose to walk, cycle, and use transit to reach nearby locations, higher vehicle speeds are creating safety risks that affect access to important community spaces. Reducing vehicle speeds on these streets is an important step towards reducing risks in our neighbourhoods and ensuring safety is prioritized. The City of Toronto's Vision Zero 2.0 Road Safety Plan identifies speed management as one of the most effective ways to reduce the likelihood and severity of collisions. This plan recognizes that lower speed limits are a strong tool for improving safety, especially on streets with schools, parks, and local businesses. Over the past several years, significant progress has been made to improve road safety across Davenport. These efforts include the installation of new speed humps, the implementation of several neighbourhood traffic safety plans, and investments in pedestrian and cycling connections. Building on this progress, the recommendations below will reduce the posted speed limits on all collector roads that function as neighbourhood streets from 40 km/h down to 30 km/h. Overall, these measures represent a comprehensive approach to traffic safety that advances the Vision Zero 2.0 objectives and builds on the work of creating a safer Davenport for all.
The Toronto and East York Community Council: 1. Authorized the reduction in the speed limit of all roads designated as Collector roads that currently have a speed limit above 40 kilometres per hour down to 30 kilometres per hour within the confines of Ward 9 - Davenport, excluding Collector roads that bound Ward 12 - Toronto-St. Paul's. 2. Amended City of Toronto Municipal Code Chapter 950, Traffic and Parking, generally as outlined in Attachment 1 to the letter (July 2, 2026) from Councillor Alejandra Bravo. 3. Advancing Parking and Traffic Amendments, Speed Reduction and Allowing for Future Speed Humps on Bruyeres Mews
My office has been working with local residents, the Fort York Neighbourhood Association, and City staff around road safety improvements on Bruyeres Mews. Transportation Services staff have already begun working with my office to install crosswalk lines and a yellow divider line at the intersection of Ianuzzi Street and Bruyeres Mews. Resident concerns have focused around vehicles parking in a no standing area on the north side near Bathurst Street, causing congestion and driver frustration, including excessive honking and shouting, as vehicles have limited space to pass. This poses visibility concerns for pedestrians and cyclists. Parking adjustments will improve sightlines at crosswalks and mitigate congestion while still providing some street parking for nearby businesses. Engineering and Construction Services have determined that Bruyeres Mews has not yet been assumed and/or classified by the City. As a result, physical changes to the road in the form of traffic calming measures (i.e., speed humps), cannot be installed on this road immediately. However, bylawing two speed humps on Bruyeres Mews this time will greatly expedite their installation by the City once the road is assumed. My recommendations are aimed at allowing for the future installation of speed humps on Bruyeres Mews, and improving sightlines and congestion on this street for Fort York residents.

However, bylawing two speed humps on Iannuzzi at this time will greatly expedite their installation by the City once the road is assumed in future. My recommendations are aimed at ensuring we address Fort York and Ianuzzi Street residents' concerns through lowering the speed limit, making parking adjustments to facilitate better visibility and sightlines on this street, and allowing for future speed hump installation.

Ordnance Street, Between Strachan Avenue and the South End of Ordnance Street - Traffic Calming
My office has been working with City staff and local residents around traffic calming and safety on Ordnance Street. Following a request from a nearby resident, we solicited feedback from residents in local affected condo buildings on Ordnance Street through property management and received over 100 responses to an online survey hosted by my office. A majority of respondents to the survey were in favour of speed humps on their street. I'm looking forward to advancing these improvements to improve safety at a key intersection in our downtown, and to continue working with residents on improvements in their neighbourhood.

The Queen Street West BIA contacted my office to report concerns about motorists speeding as they exit the neighbourhood onto Queen Street West. In response, my office worked with City staff to assess the feasibility of implementing traffic calming measures, including speed humps, on Denison Avenue between Queen Street West and Wolseley Street. This area experiences significant pedestrian and cyclist activity due to nearby destinations such as St. Stanislaus Kostka Church, TPA Municipal Carpark Lot #106, Randy Padmore Park, local businesses along Queen Street West, and surrounding residential neighbourhoods.
