Construction Staging Area Time Extension - 462 Eastern Avenue
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. 462 Developments Inc. is building an eight-storey condominium with a total of 286 units at 462 Eastern Ave. The site is located on the north side of Eastern Avenue, between Logan Avenue and Booth Avenue. The north sidewalk and westbound curb lane of Eastern Avenue, from the west side of Logan Avenue to the east side of Booth Ave, are closed to accommodate construction staging operations for the development. In addition, the west sidewalk and a portion of the southbound lane on Logan Avenue is closed, from Eastern Avenue to a point 90 metres north. Toronto and East York Community Council, at its meeting on December 3, 2019, approved the construction staging areas on Eastern Avenue and Logan Avenue from December 2, 2019 to March 31, 2022. The developer has requested an extension of the duration of the construction staging areas on Eastern Avenue and Logan Avenue, in order to complete the construction of the development. Based on the information provided by the developer, the site has experienced a number of construction delays due to COVID-19 and inclement weather. Transportation Services is requesting authorization to extend the duration of the construction staging areas on Eastern Avenue and Logan Avenue until September 1, 2022 in order to complete the construction of the development.
The Toronto and East York Community Council: 1. Authorized the continuation of the closure of the north sidewalk and westbound curb lane of Eastern Avenue, from the west side of Logan Avenue to the east side of Booth Ave, from April 22, 2022 to September 1, 2022. 2. Authorized the continuation of the closure of the west sidewalk and a 3 metre-wide portion of the southbound lane on Logan Avenue from Eastern Avenue to a point 90 metres further north, from April 22, 2022 to September 1, 2022. 3. Directed the applicant to continue posting a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 4. Port Lands Flood Protection and Enabling Infrastructure - Construction Staging Time Extension
As the Toronto Transit Commission (TTC) operates a transit service on Commissioners Street, City Council approval is required. The TTC service has been rerouted along Villiers Street and Saulter Street South. Waterfront Toronto, City of Toronto, Toronto and Region Conservation Authority (TRCA) and the Toronto Port Lands Company (TPLC) have developed the Port Lands Flood Protection Project (PLFPP) to protect the Lower Don Lands and adjacent areas from potential loss of life and costly flood damage associated with a flood event, while triggering economic development. The solution involves creating two additional outlets for the Don River, which ultimately will be surrounded by new parks, green space and public realm enhancements. Several roads within the Port Lands area will be impacted. City Council, at its meeting on November 26, 2019, authorized a full closure of Commissioners Street, from Cherry Street to 120 metres east of Don Roadway from October 30, 2019 to May 16, 2022; and a full closure of Don Roadway, from Villiers Street to Commissioners Street, from October 30, 2019 to May 16, 2022. Waterfront Toronto has requested an extension of the duration of the road closures on Commissioners Street and Don Roadway, in order to complete the road reconstruction. Based on the information provided by Waterfront Toronto, the site has experienced issues with poor soil conditions and design approvals for utility relocations and enhancements, resulting in construction delays. Transportation Services is requesting authorization to extend the duration of the full closure of Commissioners Street and Don Roadway until May 31, 2023 and August 31, 2024, respectively.

City Council authorize the temporary full closure of Commissioners Street to all road users from the east curb line of Cherry Street to a point 120 metres east of Don Roadway, from May 17, 2022 to May 31, 2023. 2. Parking Amendments - High Park Avenue
As the Toronto Transit Commission (TTC) operates a transit service on High Park Avenue, City Council approval of this report is required. Transportation Services is recommending that stopping be prohibited on the west side of High Park Avenue, in the vicinity of High Park Subway Station driveway loop. The proposed amendment will deter vehicles from parking/stopping on the west side of High Park Avenue, just south of the High Park Subway Station driveway loop, improving maneuverability and sight lines for TTC buses turning between High Park Avenue and the driveway.

Parking Amendments - Woodfield Road
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services is recommending that the existing parking prohibition, from 8:00 a.m. to 6:00 p.m., Monday to Friday, on the west side of Woodfield Road, north of Queen Street East, be rescinded. The proposed amendment will add about nine parking spaces on the west side of Woodfield Road, north of Queen Street East. During the course of the investigation, it was noted that there is a discrepancy between the posted signs and the existing parking regulations. Recommendation 2 will correct this inconsistency.

Encroachment Agreement - 60 Mill Street
This staff report is about a matter for which Community Council has delegated authority from City Council to make a final decision. Transportation Services has reviewed an application to construct an encroachment within the public right-of-way at 60 Mill Street. The encroachment consists of a private sanitary control manhole which is in contravention of City of Toronto Municipal Code Chapter 743, Streets and Sidewalks, Use Of. The purpose of this report is to request authority to enter into an encroachment agreement with the property owner to permit the construction of the private maintenance manhole within the City's right-of-way on Trinity Street, subject to conditions.

Traffic Calming (Speed Humps) - Elmsdale Road
This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services has reviewed the need for traffic calming (speed humps) on Elmsdale Road, between Donlands Avenue and O'Connor Drive. The assessment indicates the warrant criteria as set out in the City of Toronto's Traffic Calming Policy has not been satisfied. Therefore, staff do not recommend the installation of speed humps on Elmsdale Road.

Bollard Installation - 10 Earlscourt Avenue
Over the past year, I have heard from residents across Ward 9 (Davenport) requesting bollard installations and replacements on account of safety concerns. Bollards act as both a physical and visual barrier, protecting people and property from damage without impeding the public right of way. In the case of 10 Earlscourt Avenue, the homeowner is concerned about property damage as vehicles enter the laneway. Commonly used applications such as signage and traditional police enforcement have been ineffective and do not provide enough of a deterrent against potential vehicle impact. As a result, I am recommending the installation of rigid, impact resistant, fixed-in-place bollards at the following locations to protect property and enhance community safety.

I am writing to respectfully request that the development at 2112-2114 Yonge Street be excluded from the permit parking program, specifically from neighbouring Hillsdale Avenue West. This exclusion would ensure that current permit holders have sufficient parking space, as the issuance of parking permits following this development would negatively impact the already limited supply of parking spaces on Hillsdale Avenue West. Moreover, this action would prohibit the General Manager, Transportation Services, from accepting applications from residents of, visitors to, and tradespersons at the subject development property. Residents have reported to my office that it is difficult to find a parking space close to home. As such, my office has worked closely with the Oriole Park Association (OPA), the South Eglinton Davisville Residents' Association (SEDRA) and City staff in coming up with this recommendation.

Chester Hill Road and Lookout - Update
Chester Hill Road is a residential street in East York which dead ends to the west at the Chester Hill Lookout. In 2019, I held a site visit with City staff and residents and moved a motion to address safety concerns which were brought to my attention. I have since been working with local residents to have speed humps and a CCTV camera installed as well as road design improvements. The CCTV camera was installed several months ago but remains unconnected and non-functional. City staff also have not provided an update on the street redesign since the 2019 site visit. I am writing today to request an update on these initiatives.

My office received a request to install speed bumps on east-west lane, bounded by Wallace Avenue, Emerson Avenue, Armstrong Avenue and Dufferin Street in May 2020 by property owners that abut the laneway. The laneways are utilized by both vehicles and pedestrians alike. However, in the last number of years there has been significant change in the behaviour of some drivers, which has created unsafe and dangerous conditions. More specifically, residents have reported an increase in speed and the excessive use of horns when navigating the laneway, especially at the T-junction. Residents requested via petition in August 2020 that traffic calming measures (speed bumps) be installed as a method of addressing these concerns. Of the residents that responded, there was unanimous support for making this change. I am requesting that speed bumps be installed on the public lane as recommended below.

Speed Limit Reduction - Queens Quay East
Queens Quay East between Yonge Street and Parliament Street is classified as a minor arterial with a speed limit of 50 km/h. This rapidly developing waterfront precinct has numerous residential, institutional, commercial, and office uses already opened, in addition to new parks and public spaces. The street is planned to be revitalized through a Waterfront Toronto project. A number of traffic regulation updates and interim traffic control measures are being implemented at this time to bridge the period before the street is rebuilt, to allow safe use for the new community and its many visitors. As part of this transition to a new Queens Quay East, it is recommended that the speed limit be reduced to 40 km/hr to align with the current speed limit on Queens Quay West. TTC service operates on this street. Traffic Operations staff have been consulted on this proposed change and support the recommendation.

As part of the Port Lands Flood Protection Project, new Cherry Street will include sidewalks, multi-use trail, a dedicated transit lane and two lanes of vehicular traffic. It will be built approximately 50 metres west of the existing Cherry Street to preserve the heritage structures located on either side of the existing street, and the intersection of Cherry Street and Lake Shore Boulevard East will be re-aligned as a result. I am writing to you today in regards to a new business item pertaining to the development at 2100 Yonge Street and the developer's wish (Rockport Group) to seek minor variances at the Committee of Adjustment. After launching the project in June 2021, the developer has had the opportunity to better understand the local market's needs. The developer advises that there is a demand for large 2-bedroom units with larger living spaces and less demand for 3-bedrooms. Therefore, a requirement of the total number of new 3-bedroom to be reduced from 15% to 10% is needed to best serve local housing needs. The developer has consulted both Oriole Park Association (OPA) and the South Eglinton Davisville Resident's Association (SEDRA) regarding the changes with no objections being raised from either group. I am writing to respectfully request the implementation of speed humps on Highbourne Road, between College View Ave and Tranmer Ave. Residents of the street presented a petition to my office requesting this more than two years ago, which was referred to staff for a study. Due to pandemic delays, nothing has been forthcoming and residents have continued to complain of speeding and other forms of reckless and dangerous driving on the street. Upon further consultation with the Oriole Park Association, through periodic traffic safety meetings, we identified this as a high priority location for traffic calming and we have worked with Traffic Operations staff in making this request.

I am writing to respectfully re-open Item TE29.75, "Parking Amendments on Dewbourne Ave" and to rescind the authority for the prohibition of parking on the north side of Dewbourne Ave, between Glen Cedar Road and Chiltern Hill Road, between 8:00am and 10:00am. After adoption, residents of the street brought it to my office's attention that their request was only for the south side of that section of Dewbourne Ave. The north side is to remain unchanged. Temporary Closure of Bellair Street to support CafeTO
The purpose of this letter is to temporarily close Bellair Street from Cumberland Street to Yorkville Avenue from May 1, 2022 until November 7, 2022, inclusive, to vehicular traffic to permit six eating establishment operators who have applied under the CaféTO program to operate a curb lane/parklet café under that program on the street. Bellair Street is a one-way local road, with no TTC service and is a mix of commercial properties. The Toronto and East York Community Council is delegated authority to temporarily close roads of this type under Chapter 27, Council Procedures. The notice of this closure has been circulated to Transportation Services, Solid Waste Management and Emergency Services. A portion of Bellair Street will remain accessible by emergency services through moveable barricades. The operators are required to comply with the CaféTO program as approved by City Council at its meeting of November 9, 10 and 12, 2021 in operating their curb lane/parklet cafés.

Blake Street Parking Amendments
The Jones Avenue Jewish Cemetery is one of the oldest in the city, with some plots dating to 1885. Their access for vehicles is off Blake Avenue. They have contacted my office about the habitual blocking of their driveway by vehicles. Proposed Amendments to Toronto Parking Authority Policy Resolution 3-6: Residential Overnight
On February 18, 2022, the Toronto Parking Authority (TPA) Board considered a Staff report that recommended delegating to staff the authority to adjust the hours when overnight parking is permitted in TPA lots in permit parking areas. That item was deferred and TPA staff have reached out to Councillors to get their feedback. The suggested changes will likely have an impact on the City's Permit Parking program. This program already faces many challenges including oversubscription in many areas.

Queen Street East Heritage Conservation District Revival
At its September 26, 2006 meeting, City Council authorized the Queen Street East Heritage Conservation District (HCD) Study for Queen Street East, from the Don River to DeGrassi Street. On March 5, 6 and 7, 2012, Council adopted the document titled "Heritage Conservation Districts in Toronto: Procedures, Policies and Terms of Reference" which permitted the previously authorized HCD studies including Queen East to be initiated. Phase I of the study was undertaken in 2015 and subsequently paused due to extenuating factors. In their initial work heritage staff concluded the study area was worthy of Part V designation under the Ontario Heritage Act. They also recommended revising the study area to include several significant properties identified in their early work including the historic Queen Street Viaduct/Riverside Bridge.

Sammon Avenue Pedestrian Safety
The Quiet Streets program that Transportation Services implemented for the past few summers has been very popular with residents. They have expressed an interest in having permanent improvements made to increase the levels of pedestrian safety and to preserve the sense of community that they experienced during the Quiet Streets program. Sammon Avenue is scheduled to be resurfaced between Pape Avenue and Linsmore Crescent in 2022. I am requesting support for including improvements as part of that project.

Updating School Pick-Up and Drop-Off Zones in Ward 14
In March 2020, after budget cuts by the provincial government resulted in the TDSB changing the start and end times for 131 schools across the City, I moved the following motions: 1. City Council request the General Manager, Transportation Services to confirm with the Toronto District School Board the list of 131 schools and which ones require changes to the pick-up and drop off times. 2. City Council request the General Manager, Transportation Services to report to the appropriate Community Councils at their meetings of May 12, 2020 with a list of the schools with proposed new operating hours, broken down by Ward, and a workplan and timeline to ensure that all traffic and parking regulations and signage for student pick-up / drop-off areas are updated to reflect the new operating hours by the start of the new school year in September. 3. City Council request the General Manager, Transportation Services to advise the Toronto Police Service of the changes to pick up and drop off zones for each of the affected schools. Transportation Services did not report back to Community Council in May 2020 and the changes to school start and end times continue to have a daily impact on surrounding neighbours.
The Toronto and East York Community Council: 1. Requested that Transportation Services report back to the May 26, 2022 meeting of Toronto and East York Community Council on the three recommendations adopted by City Council on June 29, 2020 in Item IE12.15 entitled "Updating School Pick-up and Drop-off Zones".

Exploring Pedestrianization of Cumberland St between Bellair St and Old York Lane
Since becoming Councillor for this area in 2018, I have had a number of discussions with residents and business owners in Yorkville concerned about pedestrian safety and noise from vehicles revving and, in some instances, racing through the neighbourhood. Many of those discussions have turned to pedestrianization as a concrete way to curb the noise and enhance safety for vulnerable road users. Last year, with the support of the local residents associations and the BIA, we completed a trial pedestrianization of a portion of Yorkville Avenue, from Bellair Street to Hazelton Avenue, in the warmer months that was well received and could be replicated in other areas. One such street that has come up time and time again as one where pedestrianization would be beneficial and could be achieved with minimal disruption is Cumberland Street, between Bellair Street and Old York Lane.
The Toronto and East York Community Council requested: 1. The General Manager, Transportation Services to: a. Investigate the potential to implement a temporary closure on Cumberland Street from Bellair Street to Old York Lane between May to September, for any period of time and: i. Report back to the Ward Councillor with the outcome of the investigation and with a timeline for implementation. b. Investigate the potential to permanently close Cumberland Street between Bellair Street and Old York Lane. 2. The General Manager, Transportation Services to undertake other necessary changes to by-laws on Cumberland Street to accommodate the closure identified in Recommendation 1 above. 3. The General Manager, Transportation Services to undertake consultation with the Ward Councillor, residents, and BIA while making a determination about next steps.

Stopping Prohibition - 192 Jarvis Street
My office was advised about repeat parking and illegal stopping situation at the driveway of 192 Jarvis that is seriously impacting the residents of this building. Customers from J San Sushi, the adjacent restaurant, are constantly parking their cars in front of this specific driveway to go pick up their takeout. As a result, residents from 192 Jarvis are unable to access their residential building because vehicles are blocking the driveway. Residents report that they must wait for extended periods of time until they are able to enter the building as it is dependent upon vehicles moving from the driveway. Even more problematic is the fact that residents are forced to ask customers and Uber drivers who are parked or stopped in front of the driveway to move their vehicles. Unfortunately, I have been advised that the residents have experienced troubling and problematic behaviour when requesting drivers to move from the driveway. The situation is serious and urgent, which can cause traffic impediments. Currently, this driveway does not have any signage installed that informs drivers that they cannot stop or park in the area. Given this situation, I am requesting that Transportation Staff install the appropriate signage to deter the blocking of the driveway.

Amended the existing parking machine regulation in effect from 9:30 a.m. to 3:30 p.m., Monday to Friday, from 8:00 a.m. to 9:00 p.m., Saturday and from 1:00 p.m. to 9:00 p.m. Sunday, at a rate of $4.00 per hour and for a maximum period of three hours, on the west side of Jarvis Street, between a point 74.5 metres north of Shuter Street and Dundas Street East, to be in effect from a point 74.5 metres north of Shuter Street and a point 77 metres south of Dundas Street East, and from Dundas Street East and a point 58 metres south. 4. Amended the existing parking machine regulation in effect from 6:30 p.m. to 9:00 p.m., Monday to Friday, at a rate of $4.00 per hour and for a maximum period of 2.5 hours, on the west side of Jarvis Street, between a point 74.5 metres north of Shuter Street and Dundas Street East, to be in effect from a point 74.5 metres north of Shuter Street and a point 77 metres south of Dundas Street East, and from Dundas Street East and a point 58 metres south. 5. Directed Staff to implement the above changes by June 2022.
